Marking over a signature on a U.S. dollar bill with a Sharpie is generally not a crime, provided it is not done with fraudulent intent or to render the bill unusable. Under 18 U.S.C. § 333, defacement is only illegal if it intends to make the currency "unfit to be reissued".
