डॉ. सरूप सिंह हुडा का जन्म 9 जनवरी, 1917 को हरियाणा के रोहतक जिले के सांघी गाँव के चौधरी गोरधन सिंह हुड्डा के पुत्र के रूप में हुआ था। जाट स्कूल, रोहतक से दसवीं की परीक्षा उत्तीर्ण करने के बाद, वे उच्च शिक्षा के लिए दिल्ली चले गए, जहाँ उन्होंने रामजस कॉलेज से उच्च अंकों के साथ स्नातक और एम.ए. की परीक्षा (194 उत्तीर्ण की। उन्होंने लंदन विश्वविद्यालय से 1953 में पीएच.डी. की। वे दिल्ली विश्वविद्यालय के कुलपति रहे। वे संघ लोक सेवा आयोग के सदस्य नियुक्त हुए। वे राज्यसभा के सदस्य (10-4-1978 से 9-4-1984) रहे। वे केरल और गुजरात के राज्यपाल रहे। उन्होंने अनेक साहित्यिक पुस्तकें लिखी हैं।
